Aile hekimliği performans sistemi, ikinci ve üçüncü basamaklardaki performans sistemiyle entegre biçimde, teşhis ve tedavinin isabetliliği ve hizmet miktarıyla orantılı olarak Sağlık Bakanlığınca yeniden tasarlanacak.

"2023 Yılı Cumhurbaşkanlığı Yıllık Programı"ndan derlenen bilgilere göre, bulaşıcı olmayan hastalık risklerine yönelik, sağlıklı yaşam tarzı teşvik edilecek, koruyucu ve tedavi edici hizmet kapasitesi geliştirilecek, çevre sağlığı, gıda güvenilirliği, fiziksel aktiviteye elverişli sahalar, sağlık okuryazarlığı, iş sağlığı ve güvenliği alanlarında sektörler ve kurumlar arası iş birliği ve koordinasyon artırılacak.

Sağlıklı yaşam tarzının teşvik edilmesi için sağlıklı beslenme ve hareketli yaşam alışkanlıkları kazandırılmasına yönelik eğitim, kamu spotu, kampanyalar gibi bilinçlendirme faaliyetleri yürütülecek.

Bu kapsamda, sosyal medya hesapları için içerikler hazırlanacak ve paylaşılması sağlanacak. Farkındalığı artırmaya yönelik iletişim çalışmaları ile televizyon programlarında konuya ilişkin yayın ve bilgilendirme yapılacak.

Gıda güvenilirliği, obezite, çevre sağlığı gibi konularda çok paydaşlı sağlık sorumluluğu modeli güçlendirilecek. Bunun için "Çok Paydaşlı Sağlık Sorumluluğunu Geliştirme Programı" kapsamında Bakanlık ve diğer paydaşlarla ilgili bileşenlerin izlenmesi ve değerlendirilmesi sağlanacak. Ayrıca, Türkiye Sağlıklı Beslenme ve Hareketli Hayat Programı Eylem Planı'na yönelik güncelleme çalışmaları yürütülecek ve bu doğrultuda çalıştay düzenlenecek.

Sağlıklı yaşam tarzının teşvik edilmesi amacıyla sahada görev yapan diyetisyenler için Türkiye Beslenme Rehberi güncellenecek ve Diyetisyenler İçin Ağırlık Yönetimi Eğitimi gerçekleştirilecek.

Bulaşıcı olmayan hastalıklara yönelik risk faktörlerinin azaltılabilmesi için erken teşhis hizmetlerinin etkinliği artırılacak.

Bu doğrultuda, astım, KOAH yönetimi için klinik tedavi protokolleri basit ve uygulanabilir hale getirilerek güncellenecek, Hastalık Yönetim Platformu'na (HYP) entegrasyonu sağlanacak.

Birinci basamak hekimlerine hizmet içi eğitim

Birinci Basamak Sağlık Birimlerinde görev yapan hekimlerin diyabet, hipertansiyon, kardiyovasküler risk değerlendirmesi, koroner arter hastalığı, inme, kronik böbrek yetmezliği, astım, KOAH yönetimi, çok yönlü yaşlı değerlendirmesi ve izlemi konularında hizmet içi eğitimler tamamlanacak.

Birinci basamak hizmet noktalarındaki kanser tarama merkezi sayısı artırılarak, kanser taramalarına fiziksel erişim yaygınlaştırılacak. Ulusal Kanser Tarama standartlarına göre meme, rahim ağzı ve kalın bağırsak kanseri tarama sayıları bir önceki yıla göre artırılacak. Kanser Erken Teşhis, Tarama ve Eğitim Merkezi (KETEM) kapsamında Tarama ve Tarama Sonrası Teşhis ve Eğitim Becerileri eğitimi yapılacak.

Aile hekimi başına düşen nüfusun 2 bin 700 kişiye düşürülmesi sağlanacak

Birinci basamak sağlık hizmetlerine ayrılan kaynakların akılcı, etkin ve verimli kullanılması sağlanacak.

Aile hekimlerince sunulan sağlık hizmetlerini nitelik ve nicelik olarak iyileştirmek suretiyle ihtiyacın bu aşamada karşılanmasına imkan verilecek. Yeni aile hekimliği birimleri hizmete açılarak aile hekimi başına düşen nüfusun 2 bin 700 kişiye düşürülmesi sağlanacak.

Sağlıklı hayat merkezlerinin sayısı artırılacak, bu merkezlerle kuvvetlendirilmiş ve entegre edilmiş bir aile hekimliği yapısı oluşturularak gerekli olan birinci basamak sağlık hizmetleri verilecek. Bu doğrultuda 25 Sağlıklı Hayat Merkezi (SHM) hizmete açılarak toplam 261 SHM'ye ulaşılacak.

Bulaşıcı olmayan hastalıklar başta olmak üzere, hastalıklara ilişkin tarama ve teşhis gibi süreçlerde aile hekimlerinin sorumlulukları artırılacak.

Bulaşıcı olmayan hastalıkların erken teşhisinde, tedavisinde ve süreç yönetiminde birinci basamak sağlık hizmetlerinin daha aktif rol üstlenmesinin sağlanması amacıyla geliştirilen Hastalık Yönetim Platformu (HYP) yazılımına Astım Hastalığını Değerlendirme ve İzlem Kılavuzu, Kronik Obstrüktif Akciğer Hastalığını Değerlendirme ve İzlem Kılavuzu ve Erken Artrit Kılavuzu modülleri eklenecek.
